In the early 2000s, music piracy seemed unstoppable. Enforcement couldn't solve it - but a redesign did. With iTunes and Spotify, the system made the "right" choice the easiest one. The same lesson applies today in training compliance.
Organizations invest millions in compliance training, yet shortcuts remain: unattended videos, shared logins, even AI plug-ins completing quizzes. Enforcement and audits help, but they only go so far and at high cost.
This session will use the Napster-to-Spotify analogy to illustrate why design beats enforcement. By embedding standards-based identity verification, continuous participation monitoring, and seamless engagement assurance, organizations can shift training from a compliance burden to a defensible system that protects workers and withstands regulatory scrutiny.
Participants will explore standards like ANSI/ASSP Z490.1 and IACET Category 8, which are already being cited by OSHA and referenced in prosecutions where fraudulent training certificates have led to fatalities. Through case examples - from criminal indictments in the Valour case to worker deaths in the Massachusetts FACE investigation - participants will see why training integrity is more than a best practice, it is a legal requirement.
Upon completion, the participant will be able to:
• Explain why worker focused enforcement is insufficient for training compliance in the era of AI and digital shortcuts.
• Apply ANSI/ASSP Z490.1 and IACET standards to strengthen defensibility of training records.
• Identify legal and regulatory consequences of false certification, using real-world case examples.
