C6: Updated EPA Regulations for TSCA Chemicals

The EPA has issued updated regulations for several chemicals under the Toxic Substances and Control Act (TSCA) Section 6(a). These new regulations list EPA Existing Chemical Exposure Limits (ECELs), which are several times lower than the existing occupational exposure limits (OELs). Chemicals affected by these rules include, but are not limited to, trichloroethylene (TCE) and Methylene Chloride. With Industrial Hygiene and Safety Professionals typically utilizing either OSHA PELs or ACGIH TLVs, how do we interpret and implement these new EPA regulations?
In this session we will break down these new regulations and deep dive into a few examples, as each rule has some nuanced differences; however, they all have similar requirements. We will discuss the following points utilizing real-life scenarios and projects performed at a variety of facilities:
• How is OSHA handling these new exposure limits and requirements?
• What are the exemptions and how do you know if your facility must comply?
• Current Risk Management Rules and ECELs
• What is the status of implementation of these rules?
• If the rule is changed, what effect does the EPA implementing OELs have on EHS regulations?
Upon completion, the participant will be able to:
• Discuss and explain the impact of the EPA implementing enforceable employee exposure limits that are well below OSHA PELs.
• Implement the major components of the Risk Management Rules into your existing EHS programs.
• Interpret the Risk Management Rules and the employee exposure limits to determine what is applicable to your facilities.
